from Leadership Medica n. 2/2000

In politics false arguments turn into truth and that is what we'll try to prove.
We have watched at the television a programme concerning medicine and social matters, presented by professor Trecca where he dealt with the so called "health meter".
During the debate all arguments advanced by participants have to be considered false arguments. The sociologist broached the ticket matter and the "health meter" by bearing that it is due to citizens' tax evasion by citizens.
We must underline that the right to health cannot be determined by the income-tax return; this is prejudicial of the privacy act.

In fact, according to the health reformation law, at the purchase of a drug it is clearly notified the economic situation of the purchaser. Indeed by these means it can be carried out an additional financial control made by, to understand each other, the financial police.
From many years we are trying to get the data related to the deposits done by all citizens for health. The research started a long time ago with senator Elena Marinucci, by then health's undersecretary; the target was just that to know the total amount deposited specifically by citizens, by the means of the different rates imposed over distributed products.
It is conjectured that the amount must be rather higher than the foreseen allocation by state for health. We are waiting to know these numbers still today; in spite of our insistence, we are in front of a rubber wall. How can an expenditure program be planted successfully if incomes are unknown?
What is the truth? That even in health, takings are done and destined to fill the deficit not belonging to the health sector. So it is necessary to employ false arguments, such as tax evasion.

The thesis supported by the President of the Pensioner's Association proved as the pensioner does not know the real cause of the cuts in pensions, which have nothing in common with tax evasion, since the pension funds are filled with sums deposit each worker deposits during his professional activity, in order to save money for old age.
The real cause of INPS' deficit are due both to bad administration and to huge State's takes on Institute's deposits, employed unduly as social shock absorbers.  It would be more correct to say that Italian State has a deficit of 2.000 billion lire  and the only way to go on is it to put  hands in citizen's pockets. Then, to justify these drawings, false arguments are brought. By now it is starting the campaign to use the severance pays by state or trades unions. In practice, from the enterprise cash it will be draw the amounts set aside for severance pays, and that will be administered by the Minister of Treasure or by trades unions, according to the worker's choice.  By considering, well then, how state had managed pension funds and that trades unions are the only associations that not comply with income-tax return, it concerns then if falling in frying pan or into the fire.
A last reflection: if trust unions do not make balances and income tax return, they are among the greatest tax-evaders.

These are the real matters to deal with without demagogy and therefore without using false arguments, of which we could draw up a complete list so long to fill all the pages of the review.
Finally an interesting news.
International pop singers are asking Italian government to cancel Third World countries' credits.  Probably artists are too much engaged in their career and do not know that there also "uncoverable credits"; Third World's credit - everyone knows - will never be  covered.

It is clear that this campaign is completely useless.
This is the demagogic generosity of a society where it is true only what is false.
